How do I run a compensation review cycle?
A payroll admin opens a cycle with an effective date and a budget; managers propose a new annual CTC per report; the admin approves, then applies to payroll on the effective date.

What does "Apply to payroll" change, and why must I wait for the effective date?
Apply writes a new active salary structure in Payroll, dated the cycle's effective date and broken up by your payroll rules. Payroll reads the active structure, so apply on or after the date.
